dangerous or harmless?

I have problems to know whether a situation is/might be harmful or harmless. How could I finally learn to know instantly? - I was told to go into the scary situations and to confront myself with that and to do it on and on and on. Shouldn't I know what is dangerous and what is harmless? And what could I do if the confrontations do not lessen my anxiety and my stress level but increase?
